New Yukon PS Supt Pays Western Heights Drag Queen & Boyfriend for Back-to-School Pep Rally & Ongoing Training
Dr. Disasters: Progressive PhD Consultants Set Statewide School Culture, Districts Spend Tax Dollars on Failed Agenda
OKLAHOMA - In August of 2023, V1SUT revealed Dr. Shane Murnan, a known drag queen previously arrested on a child pornography charge, was hired as an elementary school principal within the Western Heights Public School (WHPS) district.

A national scandal erupted, and within a series of subsequent articles, V1SUT revealed Dr. Christopher Culver, another PhD drag queen and then WHPS Executive Director of Secondary Education & Communication, was a driving force behind Murnan’s and a number of other alarming hires at the increasingly failing district.

Despite hopping districts to hold 13 public education positions over only nine (9) years, just prior to Murnan’s hiring, Dr. Culver was promoted at a total annual compensation of over $130K.

A public posting by WHPS confirmed both district administration and the local school board were fully aware of Murnan’s possession of child porn while teaching at Stillwater PS when they hired him to lead John Glenn Elementary.
Dr. Culver and his significant other Dr. Kelly Forbes, also a former employee of the district, had known Dr. Murnan much longer. Dr. Murnan promoted Forbes’ performances as Mr. Gay Oklahoma. Dr. Culver was also employed by USofA, a group that puts on the drag queen and gay pageants Dr. Murnan and Dr. Forbes entered.
V1SUT outlined how the progressive push by Culver and other WHPS administrators led to ballooning out-of-classroom costs, a tyrannical administrative culture and personal profiteering by Culver and his significant other Forbes.
During 2023-24, Forbes’ Kelly B’s Consulting LLC (agent for EduSkills) was paid over $72,000 by WHPS, primarily from rolled over Covid (ESSER) funds. Within an overt conflict of interest, the contract was recommended to the WHPS School Board by Culver.
According to an analysis by the Associated Press, in total, “fraudsters potentially stole more than $280 billion in COVID-19 relief funding; another $123 billion was wasted or misspent”.

Within his first actions in his new position, Dr. Culver went on a spending spree at the next school board meeting which included two contracts for services involving his significant other Forbes. On May 8th, 2023, the WH board, at the recommendation of Dr. Culver, approved two 2023-24 contracts to EduSkills: One for 7.8 days of “technical support” in the amount of $17,160; and another for 20 days of “professional development” in the amount of $55,000.
Dr. Culver’s significant other, Dr. Forbes, is the Lead Consultant for EduSkills, operating as an agent of the company through his own entity, Kelly B’s Consulting LLC (registered Aug 2022).
In addition, during his time at WHPS, Culver himself was moonlighting in education as Orange Sparrow LLC.
Yukon PS: Convocation Puts School Culture Microphone in Questionable Hands
On August 6th, at nearby Yukon Public Schools, new Superintendent Keith Sinor held a convocation kicking off the new school year for teachers. Dr. Chris Culver was the paid, keynote speaker.

Convocations are elaborate pep rallies seeking to jazz up classroom teachers and set school culture before the new school year begins. In big Oklahoma districts, the Chamber of Commerce frequently donates freebies like t-shirts for teachers and education unions set up booths to recruit new teacher-members. Taxpayers pay everyone to attend, and often, consultants to speak.
Contracting a Culture of Failure: “Science of Kindness” Means Never Holding Anyone Truly Accountable
Culver previously and unsuccessfully served as WHPS’s School Transformation and Turnaround Officer (2018-19) just prior to the state intervening in the district due to fiscal mismanagement and academic failure.
Yukon PS, a historically higher performing district, geographically adjoins the Western Heights district, one of the lowest performing districts in the entire state.

Nevertheless, in August, Yukon superintendent Keith Sinor and the Yukon Board of Education approved a $3,500 payment to Culver’s Orange Sparrow LLC for a single convocation speech which was charged to “Curriculum” within the district’s encumbrance system.
Forbes’ Kelly B’s Consulting LLC was approved for $9,000 of teacher training under Title III (English Language Learner funding).
As all consultants, Culver has a schtick. His push for a “culture of kindness” (#TheKindnessTour) makes teachers feel great in the moment but leaves little room for accountability or calling out much of anything.

While all thinking people understand the need for kindness, Culver makes it a mandate applied to both students and teachers in all situations. Kindness replaces discipline for students and management for staff. Think DEI for behavior and the elimination of both merit and most personal consequences.
Only strengths must be recognized, never weaknesses. V1SUT recently interviewed a former WHPS teacher who described Culver’s philosophy as a chaos creator that made everyone unsafe in the classroom (future article on that interview soon).

On August 12th, this publication reached out to Yukon PS Board President Jeff Behymer to ask about the district’s contracts with Orange Sparrow and Kelly B’s Consulting. Behymer has not responded.
Why would a successful district contract the former leadership of one of the state’s lowest performing districts to set their culture and train their staff? Yukon’s new management and politics appear to be involved.
Supt Sinor: Serves on USAID-Funded Ed NGO, Toured Dem-Socialist Finland Schools with Politician/Lobbyist, and Partnered with Progressive PayCom
Yukon superintendent Keith Sinor has observably aligned himself with the most political portions of the progressive education establishment. Prior to taking the top job at Yukon PS in January, Sinor served as athletic director for Oklahoma City PS then spent five (5) years as superintendent for Tuttle Public Schools where he worked directly with billionaire Chad Richison of PayCom to fund an $18 million stadium.
Richison publicly pushed for closures and masking during the Covid era and donated $1 million to Oklahoma City PS to support distance learning.
Sinor serves alongside Governor Kevin Stitt (R), House Speaker Senior Advisor Jennifer Monies, Sen Adam Pugh (R-Edmond), and Rep Chad Caldwell (R-Enid) on the board of SREB, a highly progressive, USAID-funded NGO that heavily influences education policy within its sixteen (16) member states.
Caldwell was the principle House author of SB224, the last legislative session’s most controversial bill that sought to collect workforce and education data on every Oklahoman from cradle to grave.
Just months after signing on in Yukon, Sinor traveled to Finland alongside former State House Representative turned lobbyist James “Mark” McBride to see how Democratic-Socialism does public education.
McBride has been the unofficial general behind the ongoing efforts of UniParty legislators to halt State Superintendent Ryan Walters’ rapid removal of predator teachers from Oklahoma classrooms.
Also traveling (March 2025) to Finland with Sinor’s group was Megan Oftedal, executive director of the Office of Oklahoma Educational Quality and Accountability (OEQA). Oftedal (then Clifford) was the Harvard fellow formerly embedded (2013-2018) within then State Superintendent Joy Hofmeister’s OSDE.
While still being paid by the OSDE, Oftedal was hired by American Fidelity Assurance (2015-2021) just prior to Hofmeister’s 2016 indictment alongside two education union heads and two political consultants for illegally coordinating a dark money campaign entity American Fidelity Assurance had funded.

Fast forward to 2025, Oftedal’s OEQA was the internal, government push behind SB224 and was set to house the bill’s proposed database until grassroots opposition killed the seemingly unkillable bill.
In recent years, Superintendent Sinor appears to be running with the deep state of Oklahoma education.
Other OK Districts Spent Tax Dollars on Same Culture Consultants
Yukon is not the only district paying consultants formerly employed at grossly underperforming WHPS.
Edmond, Mustang, Putnam City, Kingfisher, Newcastle, El Reno, McCord, Newkirk, Watonga, Okmulgee, Oakdale, Oologah-Talala, Springer, Sequoyah and the Canadian Valley Technology Center have all given taxpayer funding to Orange Sparrow LLC for staff training and/or speaking services.
Yukon, Oklahoma City and McAlester Public Schools have contracted Kelly B’s Consulting.
And Oklahoma’s public ed elites wonder why the war between families and their schools continues to escalate.
