USAID Funds OK LGBT Activist "Non-Profit": 92% Taxpayer Dollars, $160K Embezzled
Labyrinth of Orgs Funneled USAID Funds to Promote Alternative Genders/Sexualities in Oklahoma
A handful of exceptionally skilled and intelligent young keyboarders are proving to be America’s five (5) smooth stones, slaying the Goliath of grift within our federal government. Those geniuses are not just in DC hacking away at fraud, waste and abuse within federal agencies.
A remarkable “tool builder” @DataRepublican has allowed us all to connect how massive sums of money from USAID have been directed through a spiderweb of duplicitous entities to influence and infiltrate the places we call home.
Her recent threads on X reveal the handful of large NGOs claiming to “defend democracy” that lay the foundation for this ongoing Ponzi-scheme for progressive social change and the enrichment of notable figures from both sides of politics.
The UniParty has been controlling USAID money for decades, and We the People have been unknowingly funding broad efforts to sabotage our own values, beliefs and children.
One such example of this pipeline of taxpayer funds funneled to a fringe population to push unwanted narratives on Oklahomans involves Oklahomans for Equality (OKEQ), an LGBT activist organization based in Tulsa.
It turns out, non-profit OKEQ is estimated to be 92% funded by tax dollars that link to USAID:
OKEQ’s reporting of “contributions and grants” income within their 2022 IRS 990 filing shows those estimates align with the organization’s own record keeping:
OKEQ lists its purpose on the filing as “MINORITY COMMUNITY CENTER OPERATION, CULTURAL AND EDUCATION PROGRAMS AND EVENT FACILITATION”. It also says OKEQ engages in lobbying.
OKEQ’s website details its services. Oklahomans never voted to fund a group that provides affirming “LGBTQIA+ Youth Resources” to its schools, educators and counselors, establishes chapters that bring pride events and drag performances to public spaces within its rural communities and lobbies to keep pornography in school libraries and fight restrictions limiting legal gender markers to male and female.
Oklahomans also never voted to fund trans and nonbinary girl scout troops, 2SLGBTQIA+ history programs or gatherings for queer educators, those who identify as bears, members of the leather community and those in outside-the-box relationships.

So how did OKEQ play itself off as a grassroots non-profit while actually operating for years on primarily taxpayer dollars? We now know it was all a shell game through USAID. Here’s how it works.
Publicly available databases list only a few small grants to OKEQ totaling $83,966 over the past 22 years. That suggests the organization is primarily funded by individual donors.
Go searching for the source of the other 92% (approximately $706K) of OKEQ’s funding for 2022, and you’ll find those contributors identified as “RESTRICTED”.
For years, we all assumed those undisclosed funders were private individuals who had chosen to donate to OKEQ’s causes. In the same filing, OKEQ’s listed justification for charity status states the organization gets a “substantial part of its support from a governmental unit or from the general public”.
Since no government grant was disclosed for the unidentified $706K in annual funding, those must be private donations, right? Wrong.
According to Data Republican’s charity funding search tool, USAID “money MOVES through MULTIPLE LAYERS! Various entities handle it, shuffle it around, and redistribute it!”
Their charity graphing system links OKEQ to funds shifted through massive pools of taxpayer dollars within dozens of NGOs:

Another related search identifies the smaller, known grant amounts to OKEQ, but shows the other 92% of its income is coming in non-disclosed amounts of taxpayer funds through the Tulsa Community Foundation and George Kaiser Family Foundation after being funneled through other, larger NGOs by USAID:

Why are US tax dollars being funneled through organizations like “Rockefeller Philanthropy Advisors Inc”, “National Endowment for Democracy”, “Global Communities” and many, many others into local bundlers who work against the will of the people?
Tulsa Community Foundation and George Kaiser Family Foundation share a common address. Tulsa Community Foundation receives money piles through USAID such as feeding funds through USDA and housing funds through HUD:
We all thought very rich progressives like George Soros and George Kaiser were using only their own money to unravel societal norms. It appears they were misusing our money.
With the Oklahoma Kaisers, this has been going on for decades. It seems, since back in George Kaiser’s days of bundling funds for Obama, grifting green energy money and the Solyndra scandal, our own money has been attacking us.

George Kaiser – Forbes #76 of wealthiest Americans. Tulsa banking and oil billionaire. Chairman of BOK Financial Corporation, part owner of the Oklahoma Thunder NBA team and big Democrat donor. Kaiser was involved in donation-bundling for Barack Obama, a scheme that funnels taxpayer money to politically like-minded business elites who return the favor with campaign donations through their “foundations”. Kaiser’s foundation owned one-third of the now bankrupt, solar panel company Solyndra, which received a now defaulted $535 million loan from Obama’s Energy Department. The George Kaiser Family Foundation has donated over $1 billion with a focus on early childhood education, giving Kaiser great influence over Oklahoma public education.
When Oklahomans saw pornographic, pro-LGBT books being pushed within schools or drag queen performances in local parks and thought, “Who could possibly be sponsoring and supporting this?!?” It turns out we the taxpayers were through OKEQ, many go-betweens, and USAID funds.
Your Money Also Embezzled Within Oklahomans for Equality
As previous reported by V1SUT in 2023, OKEQ quietly reported a significant embezzlement of funds on their 2020 IRS filings:
Oddly, upon discovering the embezzlement in 2021, OKEQ never notified authorities yet claimed the loss of an estimated $160,606 on the organization’s 990 form to the IRS. From previous reporting:
Despite the mention that ‘an investigation is in progress’ on the 9090 form, this publication could find no reporting concerning the crime and filed a public records request with the Tulsa Police Department. That request was recently fulfilled and confirms that no report of the crime was ever made to local law enforcement by OKEQ or any of its representatives.
Publicly disclosing the significant loss was either not worth the hit to OKEQ’s public image or the risk of a detailed examination of the organization’s finances that would inevitably be involved in a criminal investigation.
In our 2023 reporting, V1SUT stated donor contributions and potentially double-dipped Covid PPP funds were likely lost in the embezzlement. In correction, we now understand USAID supplied, taxpayer money (well sifted by a number of other organizations) to likely have been involved.
Once forced to publicly acknowledge the embezzlement follow our reporting in 2023, OKEQ notified Tulsa police years after discovering the crime. Former OKEQ treasurer Paul Allen Morgan (61), the suspect V1SUT suggested in earlier reporting, was arrested in August of 2024 and currently faces a felony embezzlement charge.
OKEQ went on to use the belated public news of an embezzlement as a sympathetic fundraising strategy as they kept up the appearance of a grassroots movement primarily funded by willing, individual donors. Why bother when USAID was still in full operation?
USAID Tax Dollars Attacked Speech & Religion: OK Supreme Court Ruled Against OKEQ Attempts to Weaponize Protective Orders
As previously reported by V1SUT, Morgan Lawrence-Hayes and Sheena Hayes, a married, lesbian couple from Bartlesville, Oklahoma, who served respectively as president and vice president of the Bartlesville chapter of OKEQ, filed a PPO against street preacher Richard Penkoski for speaking out against a 2022 pride event hosted by the organization. The event included drag performances in the presence of children.
Penkoski’s use of scripture was labeled as threatening to the two women in their petition for protection. The case rose to the Oklahoma State Supreme Court. In June of 2024, the court ruled 5-4 in favor of Penkoski on the matter.

Honestly, it's hard to see where the $$$ is going or coming from without a digger like yourself taking on the challenge of explaining and exposing the vast ethical and moral violations in fiscal responsibility. Some of these NGOs don't even pass any smell test, which begs the question, how long HAS this been going on?
